It's basically how far off from "neutral" the picture is. With a cooler white balance, you get a bluer tinge.
Neutral is usually taken to be an image whose pure white has a colour temperature of 6500 K, or "daylight."

Ah, I think I get it now, it's kinda like the difference between blue tinted fluorescent bulbs and red tinted incandescent bulbs?
The first thing I thought about the second picture was the sexy squint though :p

Yeah, they are actually one in the same. No two cameras capture the light quite the same, though, and often you need to tweak its settings (we're talking digital) so that it captures it as it appears naturally.
Some photographers will also tweak the balance to make an image that is supposed to have a tinge appear more neutral because it's more appealing.

So when you said the white balance was cooler, it wasn't, well, less lame, but actually colder then. I don't know a lot of photography because all I have is a potato phone for those, but I've always wanted to learn a bit more, despite the abusive prices of good cameras in Brazil.
